Pula sits on the clearest stretch of the northern Adriatic, and you do not need a boat or a course to see it: a mask and fins from the shore are enough. The coast is rock and reef rather than sand, which is exactly why the visibility is good and the fish are plentiful. Bring swim shoes, because the entry is almost always over stone.
Gortanova Vala
Gortanova Vala is the close-in favourite, a small rocky cove a short walk or bus ride from the centre. The water clears after a bora wind and the rocks just offshore hold damselfish, wrasse and the occasional octopus. It is sheltered and an easy first snorkel. The drawback is the entry: it is rock all the way in, so shoes matter and small children will want a hand.
Cape Kamenjak
The coves of Cape Kamenjak, south of the city, have the best visibility in the region and several sea caves to swim into. Car entry to the cape is about €10 a day in season. The water off the jumping ledges drops fast, so this is for confident swimmers. The drawback is the distance and the lack of shade: bring water and a surface to sit on, because the scrub gives little cover.
Verudela lighthouse rocks
The rocks around the Verudela lighthouse, between the busy beaches, are a quieter shore snorkel with good weed beds and plenty of small fish. Reach it on foot along the peninsula from Hawaii Beach. The drawback is access: there is no beach here, just rock platforms, so pick a flat spot and watch your step.
What you will actually see
Expect damselfish and wrasse in the shallows, shoals of small fry over the weed, and the chance of an octopus or a shy scorpionfish if you move slowly. The sea caves at Kamenjak hold more, and a torch shows the colour. None of it is tropical, but for a few euros of kit it is a proper look at what the Adriatic actually holds.
A short safety note
Boat traffic runs close to the shore here, especially off Verudela and around the lighthouse, so snorkel inside the marked swimming zones and keep a buoy if you have one.
